HAITIAN-AMERICAN SUMMIT 2000
SUMMARY OF WORKSHOP TOPICS, JULY 1, 2000
Workshop: Business, Investment and Infrastructure Development
Stated Goal of this
Workshop: to work in partnership with the Haitian public, private and civil
society on the vision of creating I million jobs by the year 2010 in the
appropriate sectors. In order to achieve this vision, the immediate changes
that must take place are:
I . Changes in the environment
to make it conducive to investment;
2. Creation of an Economic
Advisory Board including Haitian expatriate experts;
3. Adopt a plan proposal,
such as the NSDP;
4. Create a-liaison team
between the United States and Haiti;
5. Create a Private Equity
Haitian Development Fund (country fund);
6. Change the image of
Haiti.
Workshop: Judicial System and Security Improvement
During the workshop
on justice and security, repatriation of Haitian convicts from the United
States to Haiti became the focus of the participants. After much discussion,
the workshop participants drafted the following resolution for adoption by
Summit attendees:
"The National
Organization for the Advancement of Haitians finds it is fundamentally unjust
to repatriate individuals who have no meaningful ties, other than birth, with
the country to which they are being repatriated.
The United States
Government's policy of repatriating Haitians who have committed crimes in the
United States is inconsistent with the overall efforts of the U.S. to
strengthen Haiti's judicial, law enforcement and economic development. The
repatriation policy is counterproductive in that it increases the level of
criminality in Haiti; it creates a ready workforce for drug traffickers; it

stifles economic growth; it threatens to destabilize Haiti's
fragile democracy; and it encourages people to risk their lives on the high
seas to enter the United States illegally, in search of safety.
We therefore urge the
United States Government to suspend the current policy of repatriating Haitians
to Haiti until the Haitian justice system and national police are able to
address the issue of repatriated persons effectively. We also urge the United
States Government to accelerate its judicial and law enforcement assistance to
Haiti in order to restore the rule of law in the country."
The Summit attendees
unanimously adopted the statement. The Honorable John Conyers, Jr., who
attended the Summit, offered his support for this resolution.
Workshop: Education
Development
During the workshop
on Education Development, the following resolutions were agreed upon:
1 . Conduct an
Education Sector Review (there are existing documents on education
issues in Haiti;
2. Conduct a
thorough needs assessment (within the education and socio-cultural
context);
3. Provide
assistance to the Ministry of Education in evaluating the context of the
subject reforms;
4. Request the
Government of Haiti to designate qualified expatriates as advisors un
the umbrella of NOAH as the coordinating organization;
5. Submit a proposal
to USAID for a grant of approximately $350,000 to provide
Edukit Teaching tools for one year for all elementary school
teachers and for
other public school students who are not part of USAID Education
Projects.
6. Elicit contractor
status with USAID;
7. Integrate the NGO
Sector in Haiti and in the United States (NOAH).
